Cyberattacks likely part of military operation in Venezuela

Experts studying the recent military operation in Venezuela resulting in the capture of President Nicolas Maduro have concluded that cyberattack operations may have been an important part of the attack, but the degree of this importance is not currently clear. U.S. officials described a combination of precise military actions and coordinated support effects from intelligence and cyber units. President Donald Trump publicly noted that U.S. forces had caused large portions of Caracas to lose power “due to a certain expertise that we have,” leading to widespread interpretation that offensive cyber operations may have played a role in facilitating the kinetic phase of the operation.

Network monitoring services such as NetBlocks observed significant degradation in internet connectivity in parts of Caracas coinciding with the military action, which has been linked in some analyses to the reported blackout during the assault. However, cybersecurity experts caution that correlating these outages directly with a specific cyberattack is problematic because physical strikes on power and communications infrastructure can produce identical effects. In statements to journalists, analysts highlighted that the timing and location of observed outages align closely with kinetic operations on the ground, making attribution to a deliberate cyber campaign uncertain.

Operational leaders, including General Dan Caine, Chair of the Joint Chiefs of Staff, indicated that multiple agencies participated in what they termed “layering effects,” including U.S. Cyber Command and Space Command, but did not publicly detail how those effects were employed. The U.S. has a documented history of conducting offensive cyber operations that are rarely disclosed, as seen in campaigns against ISIS media networks or activities targeting foreign industrial systems in past conflicts. Still, there has been no official confirmation linking a specific cyber tool or exploited vulnerability to the power outage or communications disruption in this case.

It is important to note that Venezuela’s critical infrastructure has long been considered vulnerable. Decades of underinvestment, physical degradation, and management challenges have left power and telecommunications networks fragile and prone to cascading failures from relatively modest disruptions. This systemic weakness means that outages attributed to operational effects can be amplified by existing structural issues, independent of whether a cyberattack was present.

Despite the ambiguity, this operation makes clear that cyber operations are now embedded in geopolitical and military decision-making, with real-world consequences that extend beyond the battlefield. For the global cyber environment, this normalizes the expectation that cyber capabilities may be employed alongside kinetic force, blurring traditional boundaries between armed conflict, intelligence activity, and cybersecurity operations. The incident also highlights the strategic importance of infrastructure resilience. Venezuela’s long-standing power and telecommunications fragility amplified the observable impact of any disruption, regardless of whether cyber tools were involved. For other nations, this underscores that poor maintenance, legacy systems, and weak redundancy can magnify both cyber and kinetic effects, making infrastructure hardening and resilience a national security priority rather than a purely technical concern.
